There are some smart people working on Korean road crews, but there are dummies, too.
Yeah, that's a fake road worker in the back of a truck in Seoul. The crew takes him off the truck and places him on the side of the project nearest incoming drivers. His arms actually wave up and down, alerting drivers to take care. I saw a couple in action and they're a little creepy, but I bet they're effective.
