These pigeons didn't simultaneously decide to congregate at this one spot. No, they were called. See the woman with the small stool behind the red cart. She sells pigeon feed to parents. But wait, there's more. She also has another gray cart with a grill over the top and there are always feathers in the cart. I haven't ever seen this myself, but I suspect she brings some starter pigeons with her.
Nice little business. Low start-up costs. She gets to work outside and be around kids and birds.
